How They Work

Sealing & Insulation Products

Air leaks and under-insulated areas in a home can lead to wasted energy and higher heating and cooling costs. Weatherization is the process of protecting a home from outside elements like moisture, cold air in winter and hot, humid air in summer and is most often accomplished by air sealing and insulation upgrades that can result in energy savings up to 45%. Air sealing, the process of locating and closing off the gaps, cracks and open seams in homes and is one of the best ways to improve a home’s comfort, health and energy efficiency. What Assistance Is Available for Me?

There are several sources of funding to assist you with the purchase of air sealing and insulation materials:

  • The federal Home Electrification and Appliance Rebates (HEAR) provides rebates to cover 100% of air sealing and insulation project costs for low-income households (up to $1,600) and 50% of project costs for moderate-income households (up to $1,600). Find more information about HEAR here.
  • The federal government offers a tax credit of up to 30% of the cost for the purchase (but not installation) of air sealing and insulation materials (maximum $1,200 credit). Find more information about federal tax credits here.
  • The Duquesne Light Company Energy Efficiency Rebate Program provides a rebate up to $400 for home air sealing and up to $1,200 (maximum $400 each) for attic insulation, basement/crawl space insulation and knee wall insulation. What Products Are Eligible?

Typical bulk insulation products can qualify for the federal tax credit and rebates. Air sealing products can also qualify, if they come with a Manufacturers Certification Statement.

Important Dates

The federal tax credits are available for products purchased and installed between January 1, 2023, and December 31, 2032. Assistance through Duquesne Light’s rebate program ends May 31, 2026, or earlier if program funding is depleted. Details on HEAR are still under development, but it is anticipated that funds will be available in Pennsylvania by the end of 2023 and apply through the end of 2032.
